Medtech Positions on the 2025 Federal Election: Bvmed Presents a 10-Point Plan

In a 10-point paper for the federal election, the Federal Association of Medical Technology (BVMed) calls on the new federal government to develop an independent MedTech strategy with an action plan coordinated across departments. These include a federal government representative for medical technology in the Chancellery, a de-bureaucratization offensive, a uniform VAT rate on medical devices and a reimbursement system in health insurance that stimulates medical technology progress and digitalization, relieves the burden on nursing staff and saves resources.

“Germany is the second largest MedTech location in the world, after the USA, ahead of Japan and China – still. Because the site conditions have deteriorated significantly. We need a clear commitment from politicians to medical technology as a location and to medical technology as a leading industry in Germany,” said BVMed managing director and board member Dr. Marc Pierre Möll.

Medical technology companies contribute to the positive development of the key healthcare sector in Germany. The industry provides over 210,000 jobs, has a total turnover of over 40 billion euros and an export quota of 68 percent. Compared to the pharmaceutical industry, the MedTech industry represents more than twice as many jobs as well as more production value, gross value added and spillover effects on other industries.

“With its ten points for the 2025 federal election, BVMed would like to strengthen medical technology as a solution provider for the major challenges of the future. It is only possible with modern technologies. “It’s only possible with MedTech,” says Möll.

The BVMed position paper contains a total of 56 specific individual demands on the following ten topic areas:

1. Recognize and promote medical technology as an economic factor

2. Secure the labor market and skilled workers

3. Strengthen outpatient care

4. Make the supply of medical aids sustainable

5. Shaping the future of inpatient care

6. Make better use of health data, strengthen digitalization

7. Improve prevention, early detection and care for common diseases

8. Consider hygiene measures

9. Making Europe fit for the future

10. Advance sustainability

“Medical technology is central to our healthcare and at the same time a sector of the future and a key industry for Germany. The MedTech industry stands for innovative strength, security of supply, strong exports and jobs. The new federal government should seize the opportunity that our industry offers. To do this, it must consistently and coordinately improve the framework conditions for the supply of medical devices and the MedTech industry across departments,” said BVMed Managing Director Dr. Marc Pierre Möll.
